The following letter has been sent from the Oxford Flood Alleviation Scheme to those objecting to the Complusory Purchase Orders that have been served in connection with it.
The Public Enquiry has been postponed sine die until the Kennington Railway Bridge has been replaced. Please see their letter here of July 15
"An external unforeseen issue has arisen that needs to be resolved before a date for the Public Inquiry relating to the CPO can be set. I wanted to notify you as soon as possible and let you know that there may be reports in the local press..
Oxfordshire County Council have found that the A423 Kennington Railway Bridge needs replacing, during their planned pre-Inspection for maintenance work to replace the bearings on the bridge. The proposed culverts forming part of the Scheme cannot be Installed through the road embankment until this issue has been resolved. The Environment Agency is confident It can resolve the Issue and is working with the Council to agree a solution to this.
The Environment Agency has contacted the Department for Environment Food and Rural Affairs (DEFRA) to request that the CPO remains lodged as made, but that the date for the Public Inquiry to consider the objections that have been raised remains unconfirmed, until the solution has been agreed. We will continue to negotiate with affected landowners during this time, as our aim is always to enter Into agreements with landowners directly to try to acquire voluntarily, rather than to rely on a CPO. However if the objections remain unresolved in due course, the Public Inquiry wlll go ahead and an independently appointed lnspector will consider the available evidence,

As set out In our letter in February, we have also submitted a planning application to Oxfordshire County Council (planning reference:MW.0028/18) This is pending determination."
